In Tyrol in particular, land is becoming more and more scarce. Catchphrases such as “mobilising building land” and “preserving building land” are often heard in the media. The question is whether regional planning and zoning by individual contracts with property owners, a system that since 2014 has become a part of state law in every Austrian federal state, will really solve the problem and what the limits are for municipalities.
